The Safeguarding Adults Executive Board’s Strategy for 2025–2028 sets out our shared ambition to ensure that adults across Kensington and Chelsea and Westminster can live safely, with dignity, choice and control.
The strategy provides a framework for partners to work together to prevent abuse and neglect, respond effectively when concerns arise, and continually improve safeguarding practice. Making Safeguarding Personal is at the heart of the strategy, ensuring that adults’ voices, experiences and desired outcomes shape the work of the Board and its partners.
Our strategic priorities are built on the foundation of our vision and values and are grouped under the four pillars below.

Strategic Priority: Making Safeguarding Personal
The SAEB is dedicated to principles of Making Safeguarding Personal. This means listening to what the adult or their representative wants to achieve and ensuring the most appropriate support is available. This approach enhances involvement, choice, and control, while also improving quality of life, wellbeing, and safety.
Our Safeguarding Ambassadors are the Boards Superheroes. They continue to play a lead role in bringing safeguarding risks to the attention of the Board and support ensuring that Making Safeguarding Personal is a golden thread throughout all the work that we do.
Service user engagement
Ensuring that adults are being supported and encouraged to make their own decisions on how to keep themselves safe.
Sharing experiences and best practice through collaborative and bespoke safeguarding training and community events.
Collaborating with our Safeguarding Ambassadors to ensure their voices are heard in the communities and London wide.
